It was with more than one woman on staff. There were several over the years, and rumblings were that there was money involved.
I believe that the "money involved" you're referring to was when one of those women he had an affair with threatened to make the affair public if he didn't pay her some hush money.
So he went on the air and made his affair public himself.

No, it was the womans (ex-)boyfriend who had seen Letterman and the woman in a car. He tried to blackmail Letterman. The woman had nothing to do with it.
