They already operate in Europe with Instagram, Facebook and Whatsapp. The issue is not the privacy rights, it's the fact that they use Instagram as the account for Threads. This breaks one of the data-sharing rules of the DMA which is basically about giving one of your products preferential treatment by using data from another one of your apps. Once they have federation working people will be able to use something like a Mastodon account to access Threads which should alleviate this problem.
