Israel ramps up attacks on Deir el-Balah over the weekend as authorities say 40,405 Palestinians now killed across Gaza.
At least 28 people have been killed in Israeli attacks on the Gaza Strip since dawn on Sunday, as a weekend of devastating strikes on the enclave continue.

Medical sources gave the updated death toll to Al Jazeera, adding that the attacks had taken place across Gaza.

The attacks bring the death toll since the start of Saturday from Israeli attacks in Gaza up to 71, with 112 injured, according to the Gaza Ministry of Health.

Victims are also still believed to be under the rubble, with ambulances and civil defence crews unable to reach them.
Among the dead are at least eight Palestinians who were killed in an overnight Israeli air attack in the eastern part of Deir el-Balah in the central Gaza Strip.

The Wafa news agency reported, quoting local sources in Gaza, that the Israeli artillery launched a heavy barrage of attacks amid a series of intense air raids on the enclave.

Reporting from Deir el-Balah, Al Jazeera's Hani Mahmoud said this "weekend has been quite violent, [and] quite bloody".
The continuing attacks come as Hezbollah launched drones and rockets into Israel and Israeli forces conducted "preemptive strikes" on Lebanon. It also comes as Egypt is hosting a new round of talks aimed at ending Israel's war on Gaza, now in its 11th month.

Hamas said on Sunday that it rejects new Israeli conditions put forward in Gaza ceasefire talks, casting further doubt on the chances of a breakthrough in the latest U.S.-backed effort to end the 10-month-old war.

Key sticking points in ongoing talks mediated by the United States, Egypt and Qatar include an Israeli presence in the so-called Philadelphi Corridor, a narrow 14.5 km-long (nine-mile) stretch of land along Gaza's southern border with Egypt.

Hamas said Israel has backtracked on a commitment to withdraw troops from the Corridor and put forward other new conditions, including the screening of displaced Palestinians as they return to the enclave's more heavily populated north when the ceasefire begins.

"We will not accept discussions about retractions from what we agreed to on July 2 or new conditions," Hamas official Osama Hamdan told the group's Al-Aqsa TV on Sunday.
Hamdan also said Hamas has handed to mediators its response to the latest proposal, saying U.S. talk of an imminent deal is false.

This is a stark reminder that all the attempts to paint Palestinians as not a "people", never a country, should just "resettle", etc are part of a long-running and deliberate campaign of cultural genocide.

Their history is intentionally being erased, decade after decade. Hundreds of towns ethnically cleansed, countless families wiped out, nearly all their historical sites desecrated, and anything that can't be stolen is destroyed, from the Nakba to this very day.

They aren't allowed to have a history because that might risk eliciting empathy from white people. It seems less like ethnic cleansing if you convince them the victims aren't "a people".

UN aid operations in Gaza halted after Israel evacuation orders

United Nations humanitarian aid operations in Gaza ground to a halt on Monday after Israel issued new evacuation orders for Deir Al-Balah in the central Gaza Strip late on Sunday, a senior U.N. official said.

"We're unable to deliver today with the conditions that we're in," said the official, speaking on condition of anonymity. "As of this morning, we're not operating in Gaza."

"We're not leaving (Gaza) because the people need us there," the official said. "We're trying to balance the need of the population with the need for safety and security of the U.N. personnel."
The official said U.N. staff on the ground had been directed to try and find a way to keep operating. He said U.N. operations had not been formally suspended.

The official said the United Nations had relocated its main command operations for the Gaza Strip and most U.N. personnel to Deir Al-Balah after Israel ordered the evacuation of Rafah in the south of Gaza.

"Where do we move now?" said the official, adding that U.N. staff had to be moved so quickly that equipment was left behind.

"The challenge is to find a place where we can reset and effectively operate," the official said. "The space to operate is being restricted more and more than ever."

February 08, 2024: White House publishes a document entitled NSM-20, to supplant the Van Hollen Amendment
On Thursday evening, the White House published a document entitled, "National Security Memorandum on Safeguards and Accountability With Respect to Transferred Defense Articles and Defense Services" (NSM-20). The White House policy directive was prompted by (and supplanted) a measure Senator Chris Van Hollen (D-MD) had proposed in Congress. The latter would have come as an amendment to the supplemental military assistance for Israel. Given the broad executive branch discretion on the implementation of this directive and the unwillingness thus far of the State Department and White House to enforce existing legal and policy standards, there are reasons to be skeptical whether NSM-20 will substantively alter U.S. practice on arms transfers...

Nonetheless, in late December, the Biden administration engaged with Senator Van Hollen in an effort to incorporate elements of the legislation into executive branch policy. The result, NSM-20 imposes four primary requirements:
  1. The Secretary of State will obtain "credible and reliable" written assurances from recipients of U.S. defense articles funded with congressional appropriations that such arms will be used in accordance with international law, particularly the law of war.
  2. The Secretary of State will obtain "credible and reliable" written assurances from recipients of U.S. defense articles that they "will facilitate and not arbitrarily deny, restrict, or otherwise impede" the delivery of U.S. humanitarian assistance, in furtherance of supporting section 620I of the Foreign Assistance Act.
  3. If the Secretary of State or Secretary of Defense assess that the assurances have been called into question and should be revisited, they will report such assessment to the President along with recommended measures for remediation, including suspending further arms transfers.
  4. The Secretaries of State and Defense will issue annual reports to Congress on inter alia assurances, reports or allegations of potential law of war violations with covered U.S. defense articles and services, the civilian casualty mitigation practices of covered recipients, and the recipients' cooperation with humanitarian assistance efforts.
...President Biden has so far refused to condition U.S. military assistance to Israel notwithstanding information that raises serious concerns regarding law of war compliance by the Israeli military, including with respect to target selection, proportionality, and the treatment of detainees... Indeed, even prior to the propagation of NSM-20, U.S. law and policy already imposed requirements related to law of war compliance on U.S arms transfers. Yet, the Biden administration appears to have failed to enforce these provisions of existing law and policy, including by not undertaking necessary analysis of Israel's law of armed conflict track record in the Gaza conflict. Indeed, senior administration officials have disclaimed responsibility for making such judgments...

Given the failure of the State Department to undertake such assessments under pre-existing law and policy, it is hard to see how the adoption of a further, substantively duplicative policy will alter U.S. practice regarding arms transfers. NSM-20 may have solved the perceived political problem of a potentially divisive and embarrassing amendment raising the salience of Israel's law of war track record in Congress. The new directive, however, seems likely to do little to either promote law of war compliance, or more importantly prompt the White House to use U.S. leverage to bring about a prompt end to the ruinous and destabilizing war in Gaza.

April 01, 2024: World Central Kitchen workers targeted and killed by Israel
Before delivering food aid in Gaza on April 1, staff members at the aid organization World Central Kitchen (WCK) did what many aid organizations do in conflict settings: they notified Israeli forces of their activities. Following notification, they also agreed with the Israeli military on a pre-planned travel route for their food aid convoy. However, despite notifying Israel and following the travel route, after leaving a food storage facility, three trucks in the WCK convoy were deliberately struck by Israel, killing seven aid workers.

Despite coordinating movements with the IDF, the convoy was hit as it was leaving the Deir al-Balah warehouse, where the team had unloaded more than 100 tons of humanitarian food aid brought to Gaza on the maritime route.

"This is not only an attack against WCK, this is an attack on humanitarian organizations showing up in the most dire of situations where food is being used as a weapon of war. This is unforgivable," said World Central Kitchen CEO Erin Gore.

The seven killed are from Australia, Poland, United Kingdom, a dual citizen of the U.S. and Canada, and Palestine.

"I am heartbroken and appalled that we—World Central Kitchen and the world—lost beautiful lives today because of a targeted attack by the IDF. The love they had for feeding people, the determination they embodied to show that humanity rises above all, and the impact they made in countless lives will forever be remembered and cherished," said Erin.

Israel is in violation of a White House directive requiring recipients of American military assistance to comply with international humanitarian law and permit the unimpeded delivery of U.S.-funded humanitarian support, USAID officials concluded in a confidential United States paper reviewed by Devex. The bleak assessment, prepared earlier this month for Blinken, claimed the severity of the food crisis in Gaza — which has left a population of more than 2 million in need of food — is unparalleled in recent times and that even the arrival of food to hungry Palestinians would be insufficient to stave off deaths from starvation.

"Adequate health, nutrition, and water, sanitation, and hygiene … interventions, an immediate cessation of hostilities, and sustained humanitarian access will be required," the memo states. "Absent these conditions, all available evidence indicates rising acute food insecurity, malnutrition, and disease will lead to a rapid increase in non-trauma deaths, particularly among women, children, the elderly, and persons with disabilities."

The "deterioration of food security and nutrition in Gaza is unprecedented in modern history, exponentially outpacing in six months the long-term declines that led to the only other two famine declarations in the 21st century: Somalia (2011) and South Sudan (2017)," the memo states. Section 620I of the Foreign Assistance Act and the Biden Administration's own National Security Memorandum 20 (NSM-20) require that countries that obtain US arms – excluding missile defense systems such as Iron Dome, which are provided under different legal authorities – cannot restrict US-backed humanitarian aid.

"In light of the recent passage of H.R. 8034 to provide security assistance to Israel and humanitarian aid for global crises, and in anticipation of the May 8th congressional reporting deadline required by National Security Memorandum 20 (NSM-20), we write to express our alarm at the deepening humanitarian catastrophe in the Gaza Strip. We urge you to enforce NSM-20, including the underlying law, Section 620I of the Foreign Assistance Act."

"Section 620I of the Foreign Assistance Act prohibits the United States from providing security assistance or arms sales to any country when the President is made aware that the government 'prohibits or otherwise restricts, directly or indirectly, the transport or delivery of United States humanitarian assistance.' As required by your Administration's National Security Memorandum 20, the Israeli government has provided written assurances specifically certifying that it will comply with Section 620I."

"We believe that despite recent advancements, there is sufficient evidence that Israel's restrictions on the delivery of US-backed humanitarian aid violate Section 620I of the Foreign Assistance Act, and therefore call into question the assurances Israel provided pursuant to National Security Memorandum 20. It is incumbent upon the Secretary of State or Secretary of Defense to begin the assessment and remediation process outlined in the memorandum and consider the variety of tools available to the administration to address these continued violations, from refreshing the assurances to withholding specific arms transfers."

"We also urge you to make clear to Prime Minister Netanyahu that so long as Israel restricts, directly or indirectly, the facilitation of humanitarian aid delivery into Gaza, the Israeli government is risking its eligibility for further offensive security assistance from the U.S. The security assistance included in the recently passed security supplemental should not be interpreted as a blank check or as implicit approval of the Netanyahu government's actions. Your administration retains the ability per U.S. law and NSM-20 to suspend certain transfers should it find the Netanyahu government is violating U.S. laws and policies."

"I cannot do my job in an environment in which specific people cannot be acknowledged as fully human, or where gender and human rights principles apply to some, but not to others, depending on their race," wrote Alexander Smith, a contractor for the US Agency for International Development (USAID).

Smith, a senior adviser on gender, maternal health, child health and nutrition, chose to resign on Monday after four years at USAid. In his resignation letter to the head of the agency, Samantha Power, he complained about the inconsistencies in USAid's approach to different countries and humanitarian crises, and the general treatment of Palestinians.

In another resignation on Tuesday, a state department official from the bureau of population, refugees and migration, Stacy Gilbert, sent an email to colleagues explaining that she was leaving because of [the Biden Administration's NSM-20 Report from May 10].

Smith and Gilbert bring the total number of Biden administration officials to have publicly resigned over US policy on Gaza to nine, though Josh Paul, the first official to resign, said that at least two dozen more had left quietly, without a public declaration.

The UNRWA calls Israel’s strategy of promoting alleged misinformation “destructive.”

Back In mid-January, Mara Kronenfeld was googling the name of the nonprofit she runs, which raises money in the US on behalf of the leading humanitarian aid provider in Gaza. Atop the search results for her organization—UNRWA USA, partner to the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)—she saw a surprising ad. It read like a promo from the UN agency, but the link directed to an Israeli government website. Kronenfeld says she had found the beginnings of a months-long online advertising campaign by Israel to discredit and defund UNRWA.

About the time Kronenfeld encountered the ads, Israel had accused 12 UNRWA staffers of participating in the deadly attack by Hamas extremists on Israel last October. Israeli officials described UNRWA as a front for Hamas and urged governments such as the US to stop funding the agency. Kronenfeld's impression was that Israel also wanted to tarnish, and cut off donations to, UNRWA USA.

In part due to UNRWA USA's own Google search ads, donations to the organization had skyrocketed after Israel launched a full-scale war in Gaza to defeat Hamas, in the process triggering a food and shelter crisis. Kronenfeld says her organization raised over $32 million from about 73,000 donors in 2023, up from about $5 million from nearly 5,700 donors the year before.


By buying ads for searches for "UNRWA" and "UNRWA USA," the Israeli government now appeared to be aiming to draw potential donors to a webpage full of allegations about why the UNRWA couldn't be trusted. The page claims the UN agency has not declared whether employing members of Hamas would violate its neutrality and that the agency doesn't investigate its facilities for abuse by extremists. In fact, UNRWA does require independence from military interests, and an outside review found evidence of facility inspections, though it suggested the checkups happen more frequently.

After seeing the ads—paid for by the Israeli Government Advertising Agency, according to details shown when clicking on the menu button beside them—Kronenfeld and her staff of seven quickly appealed to Google for help fighting what they viewed as a misinformation campaign.

It's crazy how the US will either instigate, perpetuate, or perpetrate such crimes against humanity but 20 years out from now there will be some sort of feckless acknowledgement of the atrocities and some melodramatic films as some weird cultural recompense. Time and time again my country has turned a blind eye and those in power need to pay for this.

And now we are seeing that the Israeli forces are talking about the largest operation in the north of the occupied West Bank since the year 2002, which is when the second armed Intifada broke out and the Israeli forces launched a large military operation that included invading many cities around the occupied West Bank.

Ultimately, we are talking about a situation in which Palestinians feel they are under the threat of the Israeli forces but also they've been under fire by Israeli settlers, who have been going on rampages and attacking Palestinian cities and towns and making Palestinian lives more and more difficult.

President Joe Biden approved the plan for delivering humanitarian aid to Gaza via a floating military pier despite warnings from within the U.S. government that rough waves could pose significant challenges and objections from officials who feared the operation would detract from a diplomatic push to compel Israel to open additional land routes into the war zone, according to an inspector general report published Tuesday.

The watchdog for the U.S. Agency for International Development (USAID), which oversees Washington's humanitarian work abroad, cited various "external factors" that it said impaired the agency's effort to distribute food and other supplies brought to Gaza over the pier. Among them, according to the report, were the security requirements imposed by the Pentagon to protect U.S. military personnel working aboard the structure just offshore.
"Multiple USAID staff expressed concerns" that the Biden administration's focus on the pier undercut the agency's advocacy for opening more land crossings — an approach, the report said, deemed "more efficient and proven."

"Once the President issued the directive," the report states, "the Agency's focus was to use [the pier] as effectively as possible."
The watchdog found that despite USAID's role as the U.S. government lead on humanitarian assistance in Gaza, the agency had "limited control" over the decision to use the pier, where it would be located and who would provide security. The agency, the report said, should look for lessons it can draw from the experience.
So this pier likely made the humanitarian catastrophe in Gaza even worse, and it seems that the IDF had a lot control over it.

Israel is literally pushing over a million people towards the sea. It seems that Israel's targeting of Deir el-Balah is gradually intensifying. For your information, Deir el-Balah is the only remaining standing city in the entire Gaza Strip. With an area of 14 km², it's currently hosting more than a million residents and refugees. If Israel proceeds with destroying Deir el-Balah, there won't be a single city or town left standing in the Gaza Strip. This would leave two million people without homes, shelters, or any semblance of civilization, leading to the complete destruction of society and a large-scale expulsion campaign. So, yes, please take your sweet time reaching a ceasefire, while Israel continues to destroy every single city, town, and refugee camp in the Gaza Strip, creating yet another massive refugee crisis for the region, and igniting the spark for many many wars to come.

It's buried in a longer post above, but I wanted to highlight the members of the House and Senate who have been willing to sign onto letters to the Biden Admin, about stopping arms to Israel.

If your member of Congress is not on this list, it might not hurt to put in calls, asking why.

I've heard some folks say that staffers basically write down a one-sentence summary of each constituent call, and I've also heard that calling more frequently than once a week on the same issue may not help (the staffer might not relay the message the second time).

WFP suspends Gaza movement after vehicle hit by bullets near Israeli checkpoint

The United Nations World Food Programme (WFP) temporarily suspended movements across the Gaza Strip on Wednesday after it said one of its clearly marked vehicles was struck by at least 10 bullets while approaching an Israeli military checkpoint.

WFP said in a statement that the convoy of two armored vehicles had received "multiple clearances by Israeli authorities to approach" the checkpoint at the Wadi Gaza bridge on Tuesday evening. No one in the vehicle struck was hurt.

I'm sorry I haven't been as active in this thread lately. I struggle to fight against the hopelessness of the situation as 11 months in the genocide only worsens and my country is either silent or entirely complicit with it.

There will be a march in NYC on Labor Day. I may go to that.

Crazy how I thought Kamala might be better than Biden about this but so far has not done anything to show me that she will be.
