Change the playback speed to 2X... It will play in fast-forward until it catches up. For some reason youtube live streams are always 15 seconds or so behind but if you switch it to 2X speed now you will catch up to the twitch stream (or be within 5 seconds rather than being 20 seconds behind).
Once it catches up it will return you back to normal playback speed, so just switch to 2X now till it catches up, then you're good to go.
