Going by that design, the fpace Force project should just be just that, a project being worked on by the current branches. The Navy in particular probably has the most knowledge and resources in ship building, so they can begin R&D for space defense projects, and maybe 20 years from now, examine whether a whole separate branch is necessary.The USAF was originally part of the Army. Pretty sure it was addressed that the USAF is not currently budgeted for or equipped to take this on from logistical or financial budgeting reasons. Starting a new branch is likely the best way to plan and roll something like this out for a variety of reasons.
