What's wrong with Silent Hill's combat?
I dont think its very good at all, but I dont think most people care about the combat in SH at all, hence a system employing both first and third person perspectives affecting combat depth would not be a big deal.

Not yet. Multiple studios working on this according to Dusk. Feel like we have an interesting game of telephone awaiting us, especially if this is supposed to be the SH game with a Japanese team behind it. A few of these images have the subtlety of a Kojima game (that is to say absolutely none), so one would assume KojiPro is in the running but I feel they're too obvious of a pick imo.
