It's looking more like ups simulator at this point.
To me it is still Max Payne 3. They managed to achieve best balance between response time and animations. It looks and feels great to play. MGS V has some animations that are too fast ans sometimes look goofy.
People look at Max Payne 3 with rose tinted glasses. Max feels like shit to control most of the time. Replay it and you'll see what I mean.
You know what, I wasn't a fan of the movement/controls in Max Payne 3 either. I didn't quite get the hype when I came late to the party and gave it a go. It's been some time since I played it, so can't point out what exactly felt off. MGSV does every part of character manipulation so well, not just one part.
MGSV's controls and combat mechanics are recognized by critics, it's not an Era echo chamber opinion. Wildlands has nothing on V's versatility, likewise with the Division besides having better animations, and that's largely the case with the rest of your examples. With V it's not just precision of control, but options and flexibility of your actions. This is why people bring up games like RE6, which while not matching in intuitiveness, offers extraordinary range of movement.Completely disagree. It controls well for the franchise but The Division or Wildlands feel a lot smoother and snappy, not to mention stuff like Vanquish where you move at madman speeds with high precision. But I'd even argue that platform sections aside, even games like DMC or Bayonetta feel a lot more engaging. Plus there's the brilliant gameplay of Kingdom Of Amalur. I'll never ever understand the hype around MGSV's gameplay, it really isn't anything different or special that other games aren't doing, I just feel that a lot of people on Era skip EA/Ubisoft/Activision/etc. pretty much by default and actually miss out on the most comfortable and smooth gameplays out there. Because for all the shortcomings or shitty microtransactions they may have, games like Destiny, The Division, Call Of Duty, Siege, Wildlands, Mass Effect: Andromeda (I'm aware not all these are TPS but I'm trying to make a broader point) and so on actually feature some of the tightest controls in gaming.

As a shooter, however, its not even close to the top ten; but then that's because it not a shooter, its a stealth game... and so everything from the enemy AI to the encounter design is inherently design to de-emphasise a run-and-gun TPS approach.

I thought R6 Vegas had a more intuitive and reliable cover system and was surprised Gears didn't copy it later. Much slower game, though.Except for Gears most of these other games have something in common....the cover systems are bad and sluggish!

It's not for you. Gears Of War's controls and movement are pretty fluent. There is a reason why a lot of the levels (single-player and multi-player) don't have a lot of open areas. The game wants you to roadie run and move through all objects you can slide and bounce off. If you think the A button being assigned 3* functions is a problem, you're most likely just uncoordinated on it.
