Seems like the base of the game was likely build on the Wii U version but has far exceeded what most would expect for a sequel.

I wouldn't really say it is a port but rather a "Collection". It practically has EVERYTHING since the franchise began in it now but also new characters not seen in any of the previous games.

From the beginning it was as much a new Smash game as any Smash sequel before it. People convinced themselves it was just an updated port before it was even revealed and imposed that pre-formed belief onto Ultimate. The same thing happened with Splatoon 2 and I'm sure there are still some people who argue Splatoon 2 isn't a "true sequel" or some other nonsense.

man if only people weren't investing in ports like The Last of Us Part 2, Madden NFL and Dark Souls 3, then the new Smash wouldn't be a port of Smash 4 with new characters, stages, music, physics, gameplay mechanics.

Yes.

A very very enhanced port to be sure, but still a port.

I have to be able to feel there is a complete overhaul to the game from the previous version in such a way that is very noticeable upon first seeing it in action whether in footage or in person playing within in a minute or 2.

This game is still ultimately built off of the previous Wii-U version.

Super Street Fighter 2 Turbo is not a port of Street Fighter 2.

The distance between Smash Ultimate and Smash 4 is even bigger.

Not quite. But not a sequel either. It's more like they just resumed development of the Wii U version. It's as though, ignoring technical limitations aside, if the Wii U version was developed for several extra years it would turn into this.

So, it's more like Smash Wii U 2.0. Or to put it another way, Ultimate is to Smash Wii-U as released games are to alphas.

Boy, it sure has been a day for people making new threads just to drive particular arguments about Smash.

Feels like this is a rhetorical question. At this point, with new characters, stages, items, menu, and overall presentation, how would Ultimate still be a port unless if this for the sake of a joke that died after E3?

There are several ongoing Smash threads, and this topic has been beaten to death several times over.
