The Harley Quinn cartoon in HBO has solid artwork and animation. Nothing spectacular, but the bare minimum to be watchable and good. Straight up solid.
It just doestn make sense to me they would hire these actors for the voice and still cheap out so much on the art and animation. personally, i dont find it watchable. it looks like dog shit

I disagree with this for the most part. Episode 4 is a mess of 3D animation hot trash, but the rest are fairly well animated. We nearly stopped watching after Episode 4 because of how drastically the style changed and how poorly it was utilized, but episode 5 more than makes up for it. I honestly can't tell WHY they swapped to 3D for that episode, but I hope to god they don't do it again.

The animation stuck out to me as poor as soon as I put the first episode on. It looked waaaaay too much like Ben10 and the tone of the show felt very similar. The only thing we know about it from the show so far is that Cecil took some of Mark's blood and they are trying to experiment to kill his cells but they haven't been able to. So he might be actually invincible or there is some kind of kryptonite that they haven't found yet.

For the bolded, it's never that simple. Even for productions that well-rounded, they will still have flaws if you tail-comb through the footage enough times. Animation production, especially in television and mobile game development (where budgets and deadlines are fixed), is 100% stressful with the demands and assets need to be created versus the time given.
And, speaking from experience, I've yet to come across a single "lazy" animator, designer, storyboard artist, BG Painter, etc. in my career in the animation industry. And if they do exist, they don't last long in this field. If anything, our industry has the opposite problem. Hell, going through this thread (and several others that are focused on serialized animated shows, video games, etc.), the word "Lazy" really isn't the right word to use. What you're looking for is "lack of time". Not "lack of effort" or "lack of motivation".
And feel free to criticize something, but for the love of god have some empathy.

Even more than that. Every single Guardian of the Globe is TWD alum and that is aside from Steven Yeun himself. A lot of them came to work together again :)
