No. If I need a constant internet connection it defeats the purpose of portability.
OP you basically described a PlayStation TV, a device that flopped. I bought one. Cool little device. The problem is it doesn't fit my life that well. I can play natively because I have a ps4. I have other cool games to play too. I thought I would use it as a ps1/PSP/Vita player but in practice there are just better games to play.
Personally no. While I have all the hardware requirements to make the best of such a setup, I'm not interested in a streaming solution at all.
