Hamilton clearly had better pace, but Ferrari/Vettel got extremely lucky with that VSC. Hamilton pitted first last year and got stuck in traffic, while Vettel stayed out and built a decent buffer; this year Hamilton pitted second (to cover Kimi) but already had a good buffer to both Ferraris and wasn't in any danger to get held up, so by all accounts Merc made a good play. It was just unfortunate timing for Mercedes/Hamilton that the VSC started/ended when it did, and it played perfectly into the hands of their competitor.
