The city remained dead in the pre-2011 canon and is seen in the (abysmal) Battle for Blüdhaven mini and Final Crisis. Darkseid decided to move in during that event. This could be where Zack Snyder got his idea for Chernobyl in JLA Part 1 and what was planned in the unnamed film 5 where the earth is terraformed by Darkseid with the twin cities of Gotham and Metropolis (a Silver Age idea) taking its place.Did they ever go back on the Bludhaven nuke thing? Or is it still a crater in the ground with thousands dead?
The Chemo drop by the Brotherhood of Evil killed and irradiated a few hundred thousand even before DS moved in. The city returned in the N52 and Rebirth so it´s "save" again. DC canon is a trash fire.

Chuck Dixon accused DC of deliberately killing his creations around the mid-00s. He is a problematic man but these accusations have some merit. Some of the "gritties" DC comics ever were published around that time. Their legacy is sometimes troubled. From Batman: War Games:
Edit: I´ll spare you the rest now that I looked at some other pages. The whole event is THE definition of a good idea gone. Stephanie wasn´t the only woman done dirty for no reason there. Never fill a 1 year-long event about a gang war with endless sexist art. That´s my takeaway. One Year Later 2006 was a godsend for all but Nightwing.
