The only thing that matters is when it's at attention. There's no correct length when it's just taking it easy. Can range from near retracted to near full erect length from person to person.
Mine is above average length-wise but doesn't have great girth. I would sacrifice a couple of inches for more width. More like a coke can less like a peperami.

"Correct" size, as if it would be wrong or unhealthy to be anything different. Or as if it doesn't vary depending on the circumstance.
There's no size it needs to be when flaccid other than perhaps long enough to be able to use your fly at a urinal.

I think technically it get's smaller by about 1/2 and inch or something as you get older.
