I think the issue is if there is no banner image supplied by the dev/pub it just pulls one from the relevant community images which is clearly bugged as the below sample shows.
Man, I just get blank banners for everything and now I'm sad. I wanted to play Adam Jensen: Bus Driver Revolution.

I didn't know until I googled either, but I know better than to assume wholesomeness of a literally radomly selected anime Steam game. :D
