In other Pokemon games you can bring over older mons once you beat the game. In this one you can't bring over non-Galar dex Pokemon, period. Ever.You mean similar to almost every Pokemon game?

Wait what? That would be ruinous. My near complete living dex is on Pokemon Bank. I have some Pokemon in there that I caught in the original Ruby on GBA.

So I'm assuming what they mean is that they haven't had enough time to develop all pokemon models, and hence some pokemon will have to wait for the next game.
Tournaments are only region pokedex pokemon in the first years.This had to be done at some point. At least from a competitive perspective. Some pokémon were way too useful (landorus-t, incineroar ...)
