There's a way Apple could handle this that isn't just completely fucking over smaller studios and pretty much no one else, especially as the saller studios can't do a thing, beside the monumental task of just port all you work over to a new engine basically, which could be disastrous for the studios. Apple doesn't want to lose the revenue from Fortnite either so they are holding Unreal hostage so they can get money from it again.The issue is that Epic is purposely leveraging the fact that they are a massive middleware provider to press the issue.
Apple has already said that Epic's dev tools will be restored as long as they comply with the ToS. Epic could easily roll back Fortnite to remove the direct payment option or take down Fortnite whilst the court case goes on. They don't want to.

Fortnite broke the terms of service and was removed. Now they want to make money off it again so they are trying to force Epic to bring back Fortnite the way they want and are holding an entire engine hostage to do so.
