Also they would rather the DLC come out 9 months later when they have forgotten about the game and moved on to something else rather then when it's fresh in their minds.

I highly doubt the contents of these chapters are integral to the story. More likely they're supplementary stories set after the events of the game. Bonus content, essentially, which shouldn't require an explanation as to why they're not cut content.
I also personally don't mind having DLC content of this sort announced before release since I usually expect DLC and want additional content post-release. If it's something that was clearly supposed to be part of the base game, which is rarely the case in the games I play, then I'd take issue. This doesn't look like it'll be one of those.
As an aside, I just realized that the price of the Digital Deluxe edition on the Hong Kong store is the same price as the base game on the North American store, i.e. 60 USD. I sure lucked out by buying there instead of doing my usual NA store purchases...
Nah, just ran it through a quick HKD to USD converter on Google to get those numbers. Compared it with our currency and whatnot too. I really saved up quite a bit of money, heh.
