I believe it was valid for a year, so yeah, it should be available for ps5 first time users.

This and Genshin will be the only gacha games I play until one of them hits End of Service.

I would prefer to play big budget gacha game that isn't part of Hoyo ecosystem, not because it's bad but because I want to experience premium gacha from another developer.
