If the hand touch the ball and the arm is not sticked to the body then it's penalty.Problem is: if you change the rule players will start to defend while stretching their arms, arguing that they didn't move them and it was not intentional when the ball hits them.
There's a reason why this rule works the way it does, and why yesterday's action had to be a penalty.

Most of the time the players don't want to stop the ball with the hand, and i'm sure it was the case here, Mandzukic is not that stupid and it goes really fast but there was a penalty based only on the fact that the ball trajectory was changed a lot.

It was a handball because the precedent was set earlier during the group stage where VAR awarded penatlies for even softer and limper low hanging arms then this.
if you are going to awarded it for one limp arm in Iran x Portugal, than you awarded for a all handballs no matter what.

That's still a penalty? Seems ultra harsh for a ball-to-hand that the player had no control over. This is why I don't think the solution is to get rid of the "deliberate" wording.

They only really went down vs Argentina for 9 minutes, and besides the Belgium match they always seemed in control of play.
