The technological limit in which it can be done with an app like the ones we have is probably N64 / GBA.They might feel NES, SNES and GB/GBC is enough for the standard sub and charge a one off fee for something like the N64 app on top of it all. Either that or you get charged on a game by game bases within the N64 app similar to the Virtual Console. Maybe I'm being cynical there though and future consoles will be released in the same style as seen with the NES and SNES games.

Both games are shoe-ins imo. Yeah there's a Switch version of Link's Awakening they'd rather hock but it's been out for several years now, I doubt making the Game Boy version free* (as part of an NSO membership) would eat much into its sales. They're different enough anyway that I can't imagine anyone being interested in LA Switch would go "nah, the 30-year-old Game Boy version is free, I'll skip it." Wouldn't be shocked if they only released the original GB version too to make the Switch version look more appealing.
Same with Metroid II. The 3DS Samus Returns isn't even on Switch so it has nothing to compete with. With Dread on the way and very openly being labeled "Metroid V" in promotional material, they'll likely want as much of the mainline series represented on Switch before it launches.

I know people will say "but the Links Awakening Remake". I don't really think it matters that much.
The Mega Man GB games haven't been part of any collection unlike NES & SNES so that's why I listed it.
I also based the 3rd party stuff on the volume of the last 2 launch line ups and the 3rd parties that seem to be cool with releasing games on the service

Urban Champion is one of the sizable number of first party NES games that still aren't available in the NSO app.There's being realistic and being ridiculous. The GB/GBC NSO library, and future platforms, will have Nintendo first-party titles released over time. Some will be bangers, some will be Urban Champion. Most big third-parties will avoid the service in favor of their own collection releases and other plans.

You just need to know that it's an unpopular one and that SML2 is largely considered one of the great handheld games. So to try and make an argument about Game Boy's lineup not being that good and using that as an example... won't work well.

I wouldn't argue this for SNES, GBA, Genesis, or others. The GB/GBC library just doesn't match up today. There isn't much reason to play because they just aren't that fun outside of a few. It's fun to look at in a, "Hey I remember that" way.
the Game Boy library's definitely got more legitimately good stuff than the N64 library
and a lot of the good third party games were made by weird little companies that don't exist anymore, so getting those on NSO might be pretty easy
