At least Half of them are probably there not because they are any good but because they need to fill up fighters or the gods were lazy
I think the GP mind wipes everyone but the GoDs about the universes being destroyed after Zeno blows one up, explains why people in the peanut gallery talk about fighting or doing something again, they all think this is just a friendly tournament.

I got why you're excluding U7 and even U6 (although Kale, Caulifla, Dr. Rota, and the two Namekians weren't in the last tournament) but the U11 trio is a bit unfair since they've been set up as the primary antagonists of this tournament.
