There's a setting in game to turn graphics or whatever mode its called to "maximum" did you flip that on? The way they patched it got around needing to use new SDKs and such for backwards compatibility enhancements and instead patched the ps4 pro and one x version to allow you to flip it to "maximum" now as the top thing instead of what it was before. That will push it to 4k60fps I believe on ps5 and series x but last gen consoles shouldn't use that mode at all because the frame rate is weird as hell with it turned on.

Edit: just to voice once again my annoyance that the series s could do 60fps probably but can't even try to because it's running the one s profile so can't flip any other graphical modes on or anything with the way it got patched.
