Uh, yes it is. You can try to avoid developing that way, but that just results in versions like Titanfall 360 or Black Ops 3 360/PS3.

They would have to revamp the entire game since COD revolves around who see's who first. PUBG actually takes skill.
Do you actually play COD every year? It always release with a boatload of issues that take until usually the middle of January to get patched out.
I'm pretty sure COD announcements are usually around this time.
CoD games have a Big Mac shelf life, at least in terms of the multiplayer aspect. Yea you will have lobbies for years and years post-release, but the community and experience is at its best those first few months when everyone is learning the game and leveling up for the first time.
just like COD 4 was held back by the Wii or MW2 was held back by the DS or even worse how black ops was held back by the Wii.
Because like sports games, a large group of people buy this game and it's basically the only game they buy that year. It's what they play and come back every year for the next one.
The Wii's gap between the 360 was more reasonable. You could make up for a lot of it thanks to the resolution difference. That's not really the case anymore.

Wolf 2 runs well on low end hardware, much like Doom. Not the same situation.

Yep. The Romans used them interchangeably, even within the same text to denote different subjects (ie IV jars of garum, IIII baskets of dates).
So Black Ops 5 will probably be Black Ops V.
