Can we not do this and act like its a surprise Japanese people are not pleased with this

I could not find a better way to phrase it, but I wanted to know what the range of Japanese perspectives was on these laws/rulings.

Obviously, not everyone would be happy with this, but when something that seems obvious does not change, or changes slowly, then there is clearly some cultural inertia against it. Like America and gun laws.

Won't happen. Act-Age was a collaboration with Shiro Usazaki, and she has zero interest in returning to the series. She's hoping to start a new project (she recently got a one-shot in Jump).
Considering Shueisha went totally scorched earth on Act-Age, he's likely not coming back. At most, he'll start writing light novels under a pen name.
That's good. I hope the artist has a bright future.
