Yes, all GT games were 60fps from GT3 if I remember correctly. There was even a special mode in GT1 for 60fps in a few tracks.
They are all 60fps. GT6 just didn't hold it very well. Sport holds it very well.

Doesn't mean GT7 would look the same as it does right now with RT at 60FPS during gameplay. But it's never entirely a hardware question. Forza Horizon 5 has one of the best and smoothest 30fps modes in racing games, but still not comparable to 60fps.
