There's a billion things wrong with the country and this is horrific but by pretty much any definition it isn't a failed state no.
A state with clearly defined borders, a strong centralized government and international recognition from every other country is not a failed state.

I live in Portland, things are getting scary here. Military vehicles being deployed throughout the city, even tonight a blaring broadcasted voice outside my home just kept repeating to stay indoors at risk of lawful arrest. This was around two hours ago at midnight here.
