I actually do not disagree with this and have bought them to replace candy. I sometimes want to have something sweet, and I find I tend to go through sugary mints rather quickly.
Surgarless mints taste gross. Cough drops are perfect and often have much less sugar than mints or hard candies.

I like Halls or Ricola.

Story time:

Back when I was in boot camp, all sweets in care packages were contraband with the exception of cough drops.

There was this slick Bostonian guy that would offer $20 to buy your bag of cough drops if you got some in the mail. Dude was sitting on a mountain of the stuff.

Then a community cold swept through the unit and people were getting sick left and right.

Since the dude had all the cough drops in the company he sold them back for $2 a pop. Make a few hundred dollars off it.

Caught up with him in the end though as someone stole his wad of cash in the middle of the night.
