The additional content and features that mods provide is the only reason for GTA to exist on PC as far as I'm concerned. The scope and flexibility of the games' engines make them perfect for mods.
Historically T2 hasn't exactly been supportive of modding, but have basically tolerated it and used to say they wouldn't touch single player mods. Evidently that has changed. A save file isn't even a mod. It's a save file. But now T2 is declaring that they decide what users are allowed to do with those.
Granted these mods are like a decade old, but this kind of behavior shows the looming threat and uncertainty regarding T2's handling of mods to be a real concern. It is clear that when T2 reckon a mod may somehow impact their business negatively, they will C&D it. And with them targeting save files, it would seem that anything may go. With the sudden removal of their work being a prospect, modders will be less inclined to put that work in. Hopefully these couple of C&D's is all this amounts to, but who knows.
That sucks but I hope it means we're getting a GTA IV remaster.
My immediate response to this was "just play GTAIV with some visual enhancement mods", which makes me wonder if T2 will target those next.
