There's a whole collection of these - posters made by artists in Ghana who aren't given any official marketing material, so some local artist has to have a go at it.
Looks like it's painted on the side of the trailer of a carnival funhouse.
They are Ghanian movie posters. Local artists in Ghana had to make movie posters for many releases. This one specifically was displayed in Odd Obsession, a video rental store in Chicago that closed permanently a couple years ago.

I think the Doubtfire one is my favorite. Her face is actually pretty spot on but who the hell is the guy grabbing her foot? Who is she impaling? Truly a masterpiece.
Some of these are so ridiculous I can't tell if they're actual posters or a parody of the Ghana style ones.
