Massive Entertainment AKA The Division devs are hiring programmers for Uplay. One of the job descriptions hints at user-generated content.
AFAIK, Uplay doesn't offer user-generated content. Though, I remember answering a Ubisoft survey that asked about user-generated content last year.
Could Ubisoft be supporting mods in their future titles? Assassin's Creed Origins recently got the Animus Control Panel on Uplay which is basically a cheat engine. That could be the first step.
I hope this is a Steam Workshop-like feature!
