I guess it's their way to easily say "see, the name is different but everyone is still here".
It's not even that I'm opposed to the concept of just putting a bunch of players on the cover, it's just that they really should have done an actual photoshoot with the players or have made proper CGI creations for people like Johan Cruijff. Some of these character models look absolutely awful.
