Here in Europe I have the opposite problem. I want to buy the game on the PlayStation Store but they only offer the Digital deluxe edition, not the normal one. Since Amazon has the normal, physical edition, that's what I preordered.

Am I the only one looking at this size and thinking it's surprisingly light?

We used it that way back in the 90s in the Midwest and I've continued to see/hear it in the present on the East Coast. Tech publications (generally based in NY, Silicon Valley, or LA) commonly use that phrasing as well.
A quick Google search gives me articles from the Washington Post, Chicago Tribune, and ComputerWorld dating from at least 1998 to the present where "weighs in at" is used to refer to download size or page count.
It's really, really common US usage.
Pretty noticeable increase over their past games. Beyond on PS4 only clocks in around 32.4 GB and it has a lot of remastered textures for PS4. So that's nice.
I didn't realize game sizes was still a thing to stress about. Thought most AAA games were 30-50GB?
I don't know why some people are acting like this is a lot. Look at those visuals
