Burning Blood is at least "good." It had a few balance issues, and movesets were limited, but the characters each felt unique and how you'd imagine they would fight in an arena based system. And it had some characters playable for the first time ever.One Piece can't even get a fighting game, let alone a GOOD one. One Piece should be the obvious answer.

This is straight up wrong and is easily proven wrong by Saint Seiya alone.The US has a great deal of influence on anime culture outside of Japan. If we don't say it's cool then it'll stay in it's little niche for hardcore fans to enjoy. Again, there's a reason why DBFZ hit big outside of it being a well designed fighter. One Piece does not connect here the same way. Which isn't to say a ASW game wouldn't hit, but without the US' stamp of approval it won't be nearly as relevant.

Roughly ~37.5% of its sales are from international audiences and assuming that ratio stayed the same that means that as of 2015, where it was at 220m that would put it at ~82.5m internationally, meaning One Piece was only ~10m behind (in late 2017). It's a bit fuzzy because we don't know how many volumes have sold since Naruto ended, or it's total sales in 2017, but One Piece certainly isn't getting trounced. Not to mention it's still ongoing so that gap, if anything, is decreasing. It's less popular outside of Japan compared to Naruto, but certainly no unpopular

And let's not forget One Piece's very own Smash Bros game in Gigant Battle. Still one of my favorite DS games ever. Had a long story, plenty of side content, the ability to form your own crew with roles and everything, and a huge roster as well.
