Some countries have very strict money laundering laws, and as such you have to declare large amounts, which can cause an issue upon landing, but it varies from country to country.
Hopefully a solution can be found.

I worked for 4 years as "security" in a airport in Germany. Every country is different but in Germany we would ask the passengers if they had a bigger sum of money on them but very rarely we would activity search for money.

Going with that sum is not wise, it is very likely that it would lead to some serious delays even in an otherwise good outcome, a way to do the transfer has to be found, it must be possible. Some professionals should be contacted, and the treatment providers would hopefully have people to give some advice. Even if the family ended up with the money in hand it could still cause unforseen issues/delays. A transfer to their bank account or to the treatment providers themselves is the best way to go.
Talal, please can you get in touch with PayPal on Twitter? They've got back to me and asked you to contact them directly. Please follow @AskPayPal and message them. You should be able to direct message them once they follow you back.
Right now the issue seems to be that he can't move his paypal funds around at all. Not until he links his very recently opened attijari wafabank account (the only bank here in Morocco with which you can tie a paypal account) to his paypal. A process that takes a week at least it seems.
From what I got from his updates, this is some kind of security check by paypal. They told him on the phone that they can't do anything about it because it is something attijari wafabank has imposed recently on them.
Of course, this all is just what I could get from Talal's updates and knowing the situation here in Morocco a bit. I hope Talal sheds a bit more of a light on the paypal issue when he gets back home: what he can and can't do and what paypal told him exactly so we know what is the best thing to do from here.
To everyone worrying about the funds, they will get to him eventually, the issue is about how much time it will eventually take, and of course, time here is of the essence. I hope people are not having second thoughts about donating because of this mishap, Talal still needs us. I'm not sure what percentage they take out if you wire funds. That was why I was suggesting flying. I've traveled a lot and don't see a problem flying with a cashier's cheque. Even if it's murky legal wise.
Which is why I suggested wiring the funds as a primary option. It is the cheapest, fastest, and most sensible route.
I only mentioned the flying in comparison because others had recommended it. While 100% legal, it is slower and more costly.
People should not be suggesting flying out, the most you'll incur for wiring the cash is a fee of around $100, and that's if the receiving bank charges a fee also.
I know people are trying to help but there seems to be a fair bit of mis-information in this thread and it's leading to confusion.

Ok guys thank you for everything. Got back home and spent some hours with my parents trying to explain the situation.
It's true that there is a little confusion now so let me post a summary of the problem:
-Thanks to the contributions of many many kind people I was able to get enough money to start treatment.
-I tried to send money (1$ as a test) from my paypal balance to a friend who could then wire it to me in 3 work days. Got an error saying something like this: "Can't send payment now. Try again later or contact support".
-Tried again and again changing stuff to make it work. Without success.
-Contacted support and explained my situation. Second try the guy was really supportive and I think he did his best to help. He explained that there was an unusual stream coming in my account. This triggered a security system in the paypal servers which blocked the ability to send to other people. The money is there, account is verified, the only problem is I can't send money through my paypal balance to someone else.
-They gave me two options:
1-Link a US bank account. I asked if I could link somebody else's,thinking somebody here could help. They said the linked US bank account should be in my name, else it will return an error.
2-Link to my attijari (local bank) account and visa card. Only realistic option for me but will take some time. Should wait for a visa credit card to come (around 7 working days). Link said card, paypal takes a small fee and after some time (last time I did it it took 5 days) you'll see a code appearing in your (relevé?). Enter it on paypal site. Then I can wire the funds to my local account: from 5 to 7 working days. Sometimes it takes longer, at least that's what I saw in the paypal forums.
That's it. The amount of love and support I'm getting from everyone here is incredible. I love all of you. Feeling blessed to be part of such a community. It not only gave me hope to healed, but also hope in humanity as well.

Have you tried talking with them on twitter, Talal? Sometimes if you go higher up the chain, you can get quicker results. I know they said they wanted to DM with you earlier, thanks to Nib and the people that retweeted.

Try to DM them, to see if they can disable that security trigger so you can get the money faster and begin treatment as soon as possible.

Have you tried talking to the twitter PayPal account yet? They did see the tweet and want to talk to you. (Scroll above)
Man I would hate to have you need to wait so long.
Would be better to talk to the hospital. No medical doctor with ethics will deny starting treatment before getting paid in full.
7 days is better than a month, at least. Hopefully the process can be further expedited. Good luck, Talal.
For wire transfer, each bank along the way tends to charge a fee, usually $35-$50. One never knows how many banks will be involved, but generally 2 or 3 for an international money transfer is common.
However, unless paypal will release the funds, it doesn't matter what options exist, because paypal has the balance and needs to shut off the security hold no matter what.

Start the linking process as soon as possible. The sooner you start, the sooner it is done. If meanwhile you find a quicker solution, that's obviously welcome.

Hey Talal. These current paypal issues are unfortunate, so please try to stay strong. That wait would be a shame though. Did you get in touch with paypal on twitter like they requested in that tweet? I do think there ought to be a way to get these security limitations removed earlier, this crowdfunding is a public matter so it'd be easy for them to verify it as legitimate if we were to reach the right people. And seeing as it's public it'd be good PR for them to get this sorted out that way too so that might help? (edit: I see you saw that post just now. Nevermind! I really hope they can help you this way.)
I also remember there being an offer of someone to get in touch with medical staff they were acquainted with at the hospital, right? Did that go anywhere? I'd really like to think the hospital could get the treatment started if you were to proof you have the paypal balance, but maybe it's more complicated than that.
I imagine it's quite stressful to have to deal with these issues on top of everything though, so let us know if there's anything else we can do to help.
