Kamen Rider Build's Blood Stalk. I'd hate to say much for spoilery reasons, but he's easily one of my favorite villains all year in a superhero tv show.

And in terms of that Courage the Cowardly Dog is absolutely up there.
Stalk isn't intimidating. But yeah, he's easily one of the best villains of any kids show.
That's a great example. D-Reaper was creepy as hell, like a mix between Eva's angels and Lovecraftian horror. After previous seasons with their bad guys who were evil for the sake of it, an unknowable eldritch abomination that couldn't be reasoned with and existed only to expand and destroy was quite the change. The fact that everything it learned about humanity was from the mind of a suicidal child just made things more unnerving.The final villain from Digimon Tamers. Bonus points for actually being a kids show.
Megabyte would have been leagues more intimidating if he didn't have Hack and SlashHexadecimal from Reboot was pretty intimidating. Extremely powerful, and also insane. A lethal mix.

The one from the Haunting Hour was even worst, as Lilly D actually succeeded in the end, and actually stole the life of the little girl. She also looks more creepier than any of the Goosebumps puppets.
I remember Legato from Trigun really creeped me out when he first showed up.
It swings wildly between light hearted and dark. The dissonance and juxtaposition in tone is partly for story reasons, but partly because it's just an inconsistent show with kind of a troubled production.This is creepy as hell. Never watched Trigun before, is it a dark show?
