By the famous Takenobu Mitsuyoshi who did Daytona USA and Shenmue. Personally, the style reminds of the Mario & Sonic at the Olympics OST (the intros specifically).

If you're specifically wanting to credit the orchestral sound, I'd give credit to the orchestrator and the recording production as well. SEGA Sound Team doesn't do that internally.

FILMharmonic Orchestra Prague is great; we just tracked for a game soundtrack with them last month.

edit: holy cripes it's december, two months ago*.
