I'm assuming lying to Congress is the lowest charge Mueller would agree to for all of Cohen's testimony. Mueller probably has much better dirt on the Trumps, and lying to Congress will be an afterthought when charges are finally brought.

Democrats flipped 40 seats and gained control of the House just three weeks ago.
I do think the timing of these events coinciding with Donald hopping aboard the Air Force One for long flights does seem to be strategic, and I think that's a very plausible reason. Drop a big time piece of bad news right as he's trapped in a box that the government has control over.
The only people who think like this are the people who don't know how to follow an investigation.
