Given his malfeasance even before the faked Donkey Kong scores, I think the saddest reactions are from people cheer-leading his ongoing lies. We have the benefit of 20/20, and the benefit of video evidence showing exactly what happened.

Then he set up a competition to see who could be the first one to do it, and entered himself into his own competition. And the community let him get away with it.
He was probably going to lose his own rigged competition, so he showed up one day early for the competition and stole the World Record before anyone else had a chance to play for it. And the community let him get away with it.
As he flew to Japan to meet with Namco for an award ceremony, the company he co-owned suppressed the fact that there was already a second individual to have played a "Perfect Pac Man" (in spite of his depressing theft of the World Record). And the community let him get away with it.
After Steve Wiebe broke his Donkey Kong record (as seen in The King of Kong), Billy Mitchell responded with a new World Record where he "accidentally" forgot to verify the legitimacy of his hardware, and "accidentally" forgot to record video of his hands on the controls while he was playing. Even though Billy Mitchell knows damn well how to properly record a World Record attempt (and as a judge has strictly objected to even the tiniest infractions from people like Steve Wiebe). And the community let him get away with it.
Eventual video review of Billy Mitchell's improperly-recorded retaliation Donkey Kong record has shown MAME glitches that were not known to be glitches at the time of his record attempt. Billy Mitchell was playing on a fucking emulator and passing it off as genuine arcade hardware. Billy Mitchell had access to genuine arcade hardware, so why was he secretly playing on MAME? Any number of reasons, all of which count as cheating. He wasn't using any obvious cheats like invincibility, but he could have used slow-motion to record a playthrough and then had MAME spit it back out again at full speed. He could have paused the game any time he wanted and taken a bathroom break or ate some food, or made save states, and then gone back and loaded save states to try again and correct his errors. He could have abused MAME's abundant cheat options to play the game looking like an absolute god, but he toned his performance down just enough to beat Steve Wiebe's record while trying to make it look still believable.
This was the straw that broke people's backs. There is actual video evidence of Billy Mitchell being a liar and a cheater. And he remains a liar, saying that his video tape was switched in a ridiculously elaborate conspiracy, and that even the video of his video is a lie. Someone perfectly duplicated his World Record attempt, in MAME, within minutes of him making it and before he ever showed it to anyone. All so that glitches that were not know to exist could be embedded in the fake tape to eventually be discovered, and his World Record would eventually be revoked and he would eventually be disgraced as a cheater. Makes sense.
You need to be a high-level player to pull off the kind of cons that Billy Mitchell pulled off, but there's a difference between a high-level player and a World Champion. And after being exposed as a cheater, I don't think there's any reason for anyone to respect him for being a high-level player. Someone should test his piss to see what kind of performance-enhancing drugs he's shooting into his veins, but he's a disgraced cheater, banned from competing and not even worth the test. And his attempts to prove that he's capable of high-level play (after watching better players and studying their latest strategies) do absolutely nothing to reinforce his pathetic claim that those records are somehow still his.

I don't think anybody is going to forget his shenanigans, but nobody would be speaking about this if it weren't for Billy and Steve. They are important individuals in this niche video game segment. If he is able to get water out of the stone and surprise us with a top score, puffing your chests and completing the cycle of toxic behavior isn't really going to matter in the end.
