they have the biggest library of games in their steam client. Seems a no-brainer to me.

Publishers and developer puts them there.

If subscription services become more popular on PC, perhaps they will.

Also, anyone can start a subscription service on Steam. Humble is already doing it.

I feel like they'd prefer to make it possible for companies to make their own subscription services and utilize Steam for it than to do it themselves.

Maybe. But that's a lot of publishers that you have to make a deal with. Also, I doubt that companies that can sustain a service for theirr games only (Bethesda, Ubisoft, rockstar...) Will be willing to be part of it.

I think they have offered such a thing in very limited degrees in the past.

I know that sone Internet Cafes can get special access, same with games press (GB have mentioned having a flagged account with access to many but not all games)

Xbox Game Pass is coming to PC in 2019, but it will probably be restricted (understandably) to titles in the Windows Store.

They can do both - provide the service and as a bonus they could leverage their service games into an ongoing subscription with the back catalogue bundled in, like a monthly sub will get you some accessories in DOTA2 and a card pack in Artifact or something like that.

The Netcafe thing seems like a model that they potentially would follow if they ever did something like it? So instead of just offering it to netcafes it would also be available to regular people.

Also if they did offer such a service wouldn't devs/publisher be the ones that have to agree to that first?

That's called the "Steam Sale"
Every six month you spend a lot of money on games you will never play

No but seriously, that will hurt their business model and will be a nightmare to manage with publishers

But MS, Sony and EA already doing it and doesn't seem to hurt their business. I agree with managing publishers though.
