And you are almost right, but not quite. The target is not a random NPC each time, it is always the same. Though his beard, shirt and trouser look is randomized (his hair and face is always the same, Maelstrom model.)
Also it is not true he goes to the exact same spots, there is slight variations on some if his loop points. However, it is not a lot because we need some kind of predictability otherwise speedrunners will slaughter us. There are other things that make him tricky too, for example he will walk in the other direction if the player starts in certain starting locations, adding new layers to his loop. This is not random, we need to be deterministic since that is part of the Hitman core design.
The reason he is identified when he is killed is that we don't want to funnel the player into doing the same steps over and over again, that might not be fun, instead we reward players who who figure out his loop and enable them to kill him directly.

Oh man I can't wait to play for this level. Marrakesh captured the vibe of a spy movie amazingly, so needing to actually track and tail a target through the crowds on tight labyrinthine streets sounds even betterI just finished Mumbai and wow. I expected it to be Marrakesh 2 with boring, static crowds but I had so much fun with it. Identifying and tailing the target through the market while dodging security was a really unique experience. I played with the UI disabled so visually tracking him through the crowd was actually quite a challenge. Rounding a corner and realizing I'd lost him made me legitimately panic.
All the levels have been great so far but Mumbai made me finally appreciate the crowd system.
Doing the escalation they have for Sapienza, maaan, I've forgotten the mine escalations. IO, if you're gonna bring any more old escalations into the legacy maps, skip every one involving mines or tripwires.
Columbia gave me a few MGS3 flashbacks. The initial video made it seem like another Colorado hostile zone level but it felt a lot more like Sapienza in practice.
Honestly like all of the levels so far. Columbia is the most instantly memorable but Mumbai might actually be better in the details?

That sucks. I hoped they would go back to the old Hitman games where everything in the game world just happens regardless of your presence, making it feel like the world doesn't revolve around the player.

Man, the last level is just loaded with references.
- Pretty sure the targets were mentioned or present in Paris, not to mention cross-referencing Ken Morgan's background in Bangkok
- One of the NPCs is an architect identified as "Lowe" (of Hamilton-Lowe)
- Amos Dexter is just straight up in the level, he needs no introduction
- There are still NPCs talking about the 70 people electrocuted by one puddle in Paris video

Steam/PCi loved blood money and obviously 2016/18 -- do the earlier hitman games hold up nowadays? are there any decent ways of playing them now?
