Sure it does 4M are playing the game. There's loads of games on XGP that don't reach those numbers.

Killer Instinct was not free to play. It had a rotating demo with microtransactions that hardly many people used because they bought the seasons.

According to Wikipedia, they're a team of 150 as of 2017. So right in that sweet spot for what MS is looking for in terms of size.
