If I were a betting man, I'd say that this is the case. If so, I really wonder what their announcements will be like! Many were assuming this would be one of the "big" ones.

The Inside Xbox stream isn't the entirety of the XO event.Hmmmm. I still am at a loss on Microsoft's decision to bring XO back. They could have shown more of Crackdown at E3 or through IGN First and could have unveiled a new first-party game (like the Ninja Theory reveal at XO that's been speculated) at the Game Awards. Everything else we know about could have been on a regular Inside Xbox. What was the driving force behind Phil and Matt sitting down and saying, "No, we really need a bigger platform." That is, personally, why I think there will be at least one REALLY COOL surprise. Does an Obsidian acquisition fit that bill of a needing a bigger platform? I'm not sure that announcement, by itself, does.

I understand that, but they chose to re-brand Xbox FanFest as XO18. That's not a frivolous change to make, given XO's history of being a larger event and having more substantial announcements. Phil has said to expect it to be on the same page as previous XO events, so there must be some big things we don't know about. I have a hard time seeing how that makes sense for Microsoft. They want studios. Why would you pay for an exclusive game to help stabilize a company having financial problems AND give them the ability to move on after they're done? If the game is great, they price for them to develop for you in the future skyrockets or you run the risk of them going multi-platform. If the game is not good, you can move on, but it would likely mean the death of Obsidian and the Internet and fans of the company would blame you, likely spinning some story that you interfered and made them change key design elements.
