To bad they didn't go with the sculpture's look in the video, of Goku yelling. Missed opportunity in frightening families with an angry balloon.

Is the balloon based on Ash's Pikachu or is it just a Pikachu?

With Pokemon being a video game franchise first, that's what I associated the representation with.

Pikachu is for kids. Goku is for manly men who punch things and generate power from the spirits of every living being in the world.

Yes, the one design that is getting featured in a nationally distributed movie a few weeks after the parade where the balloon is being featured in the city that already has massive advertisements in it's densest population areas is terrible.
Don't have to explain marketing synergy to me. It's still a terrible design and looks even worse in balloon form. Base Goku is in the marketing as well and would have looked better.
