Maybe Banjo is known to be a DLC. I doubt Steve would be such a jerk to PapaGeno unless he had definitive proof that Banjo wasn't on the base roster.
I'm beginning to think it's something like the above. Someone who actually works on marketing material for Smash showed their friends the cool dream roster they came up with that also happens to include art for characters who are in the game but we haven't seen yet.
If Isaac does end up in the game, his character drawing will be telling with its unique pose.
