Did they redesign the cowl to look a bit closer to the comic design, or is it just me?

Tony Todd returns for the crossover to voice Zoom... yes, Zoom, and not the Black Flash.
The promo photo made it look like she had a full head cowl with like a wig attached, this makes it clearer it's just the face part.
They look less terrible in black.
I assume there is SOME mandate to make the TV version reasonably different from the MOS suit. Only thing that can come close to explaining the straps.
