This sounds like a reasonable explanation. Probably different actors doing the mocap? I doubt they just translated all the male animations to the female rig or vice-versa. I think differences in hip ratio and proportions make that look odd when it is done usually.

The default of having both gender options do the exact same animation is the low-budget, low-scope version.
There's really not much to talk about here, though. Having somewhat different emotes for different animation sets is a common thing. I suppose they could (and with updates, still can) give characters more variations on the same emote actions, but I'm not seeing anything particularly problematic in this instance.
Ok, wait, but no one is talking about scope or budget here. The criticism is talking about gender roles and stereotypes. The scope of having two different selfie animations, one to each gender, and two different animations but both available for both genders is exactly the same. You still have two animations. They're just available to both characters.
