Though the way it's worded a lot of those people probably barely even touched the project. The core teams that worked on the game are definitely much smaller

Well it says they all "contributed". Now, whether that means a lot of these people contributed with emotional support or not is up for interpretation, lol
We don't even know how much everyone contributed so that statement may not be that accurate. For all we know 1/5 of them could be production babies.

1000 actors is insaaaaaane. Even if many of them just recorded a handful of lines, that's still a massive undertaking holy shit
Thats amazing, I wonder what the actual budget of the game came out to. Is this our first $300 million dollar game? GTA5 was like $265 million right?
What's even crazier is how quick they gonna break even and make profit, despite the huge budget.

They can be and they will be made by less than 500 people (not counting outsourcing). Not every game has to be Rockstar's size.
Ofc they can, not every game will have an 8 year development cycle though.
