However it's become clear to Renault that the development potential of the engine is limited and they have therefore chosen to go down a new development path with a new power unit design, which Renault F1 managing director Cyril Abiteboul believes will enable greater gains.
"Given the ambition in terms of power improvement for next year, pretty much all of the engine will be new," added Abiteboul. "Not only on ERS side, because there is little power and little performance to extract there, but the rest of the ICE will be new.

This is only for the rest of the 2018 season but it makes me wonder if it was either: just going to be for USA but McLaren negotiated it for longer; or building up to a title sponsorship in 2019. Perhaps sugar is the new tobacco.
It does sound like they're changing the layout, probably using info from that FIA hack they hired to go the split turbo Merc / Honda route:

Ferrari brought a new floor I hear. These guys should stop with all the aero work and instead put some armor plate around the car so that Sebastian can plow through other cars, tire walls etc. Much better chance to win than all the aero crap.
