They are amending the Code to expand the offence's reach.
For people who are not aware, there was a case taken to the Supreme Court of Canada where a person argued that by the book, bestiality requires penetration. (warning; descriptions of criminal underage sex acts within)

It sounds like it's based on a ruling in 2016 that defined bestiality around penetration which meant that it excluded acts without it. I'm not 100% sure on the details so hopefully someone else posts something more in depth.
It's that no one ages ago cared enough or thought that there would be needed a law in the first place.
Good. But if it comes with the strings attached that the police now need to snoop through everyone's network traffic to stop the plague of dog fondlers I'm not really gonna cosign that.
Hopefully the law is well crafted, don't want to see the Government screw the pooch on this one.
