Depends. When they wrote the laws to govern it, they made it illegal to use it for non-emergency purposes. It's essentially supposed to be a version of the nationwide EAS for your phones (presidents have had the ability to use the national EAS system for emergencies for a while but that only covered radio and TV).

I am surprised that with all the custom firmwares on Android and iOS jailbreaks, there are no ways to disable these mandatory alerts.

They've been working on coordinating between the different carriers and such for about 3 years. It's not the worst idea in the world.
The problem is that we're directly associating it with the current president. It should just be a "National" or "Nationwide" alert.

Users may opt out of receiving alerts in the imminent threat and AMBER categories but cannot opt out of receiving Presidential alerts."

Sounds necessary to me.

People are getting crazy about this shit. This isn't Trump trying to tweet you directly on your phone. The laws behind this date back to the 1930s.
